Washington - A bill introduced in the U.S. Senate would alter royalty rates and add copy-protection requirements to the satellite and Internet radio industries.Sponsors of the "Perform Act" include Senators Dianne Feinstein (D-Calif.), Lindsey Graham (R-S.C.), Joe Biden (D-Del.) and Lamar Alexander (R-Tenn.). The bill addresses record labels' concerns with the differing royalty rates set for various digital radio services, and with new satellite radios that can record and store songs. "New radio services are allowing users to do more than simply listen to music," Feinstein said in a statement. "What was once a passive listening experience has turned into a forum where users can record, manipulate, collect and create personalized music libraries." The bill would require providers of both satellite and Internet radio services to implement copy-protection technology on services and devices, and restrict automatic recording features....

In today's world we're bombarded with choices and with voices via the Internet, newspapers, television, radio, billboards and word-of-mouth telling us which choices to make. More than 1,000 new books come out weekly, so it's no wonder that authors these days have to make more of an effort to sell their books. Some can count on well-oiled publicity campaigns from their publishers, but others feel the need to take matters into their own hands to make sure their books don't end up on the dreaded remaindered table. In today's cover story, ''Sell this book!'' (page 24), Richard Pachter reports that authors are resorting to everything from blogging to sending out a blizzard of e-mails to connect with potential readers. Authors maintain websites, prepare CDs and DVDs to accompany their latest books, podcast, hit the lecture circuit and come up with creative packaging -- all to promote their books....
