BECKLEY, West Virginia – As reported by the Terre Haute News: "Heading into the second third of this legislative session, the casino gambling war officially is on, and opposition forces wasted no time Tuesday with words and threats. "In the House, a longtime foe, Delegate Kelli Sobonya, R-Cabell, is preparing 40 amendments to the proposal that would let voters in dog-and-horse track counties of Hancock, Jefferson, Ohio and Kanawha vote on table games. " 'I have every intention to kill the bill,' she declared, moments before the House version of the table measure game was officially put on the list of fresh bills. "…Mindful a statewide vote would assuredly bury table games, industry figures are steeling themselves for this tack, one they argue isn't supported by the Constitution…" ....

Although gambling has been seen for many as an opportunity for entertainment, it has become a problem for many of its participants. The National Council of Problem Gambling currently is working to encourage its members to support a legislative measure introduced this year. Introduced by U.S. Rep. Marty Meehan (D-Ma.), HR 6009: The Comprehensive Awareness of Problem Gambling Act of 2006, currently allocates $71 million for problem gaming awareness and treatment. The funding breaks down to $1 million for a five-year awareness campaign, $20 million for research, and $50 million a year over four years for prevention and treatment. Some of the current co-sponsors of the legislation include outgoing U.S. Rep. Tom Osborne (R-Neb.). Though it is illegal in the United States, Internet gambling has also grown in popularity since its emergence in 1995....

U.S. law has online gambling industry scrambling

LONDON - The online gambling industry, facing billions in losses because of a new U.S. law, is scrambling for ways to keep Americans in its game. President Bush signed legislation in mid-October that bars U.S. banks and financial firms from sending credit card payments or other funds to sites involved in online gambling, which is mostly illegal in the United States. The high-flying industry now finds itself in the position of a gambler who has bet big on a full house, only to see his opponent turn over a straight flush. ....

Should Republicans Have Folded Internet Gambling Law?

NEW YORK (AP) - A Republican-sponsored effort to clamp down on Internet gambling may turn out to be a bad bet for the GOP. The Unlawful Internet Gambling Enforcement Act, which President Bush signed into law Oct. 13, has infuriated many voters who enjoy betting on sports or playing poker online, analysts said. Other observers, however, see little threat to Republicans from the law, calling it a relatively minor matter to most voters. "I don't believe a large volume of voters are motivated to go to the polls because of Internet gaming, either way," said Brian Darling of the Heritage Foundation, a conservative Washington think tank. But with Republicans already on the defensive over the Iraq war, budget deficits and the congressional page scandal, the gambling law is the latest issue that could steer voters away from the GOP....

UK seeks global rules for online gambling

ASCOT, England: British officials have called for international coordination to regulate online gambling as policy makers and investors scramble to salvage high-stakes bets on the industry in the wake of an effective U.S. ban on the business. As the first large Western country to explicitly allow private-sector operators to set up shop on its soil, Britain has stood to benefit enormously from taxing Internet gambling companies that moved here, analysts say. Following the U.S. move to stamp out online gambling, however, much of that revenue is in jeopardy. Analysts expect Internet gambling companies to go through a round of consolidation as they pick up the pieces. At the Royal Ascot racecourse, where well-bred Britons trot out their finest hats and tailcoats during an annual series of races in June, British officials met Tuesday with delegates of more than 30 countries to discuss ways to imbue the industry with a similar degree of respectability....

The International Gaming Conference & Expo (IGCE Europe), slated to take place November 5-7 in Dublin at the historic Fitzpatrick Castle, will focus on the future of Internet gambling in light of recent legislation passed in the U.S. That law has targeted the involvement of U.S. citizens, banks and all credit card companies that have been directly, or indirectly, involved with the promulgation of interactive/offshore/online wagering to date. It is not surprising that the expert speakers gathering together next week have created a surge in attendance with many analysts involved with the gaming industry indicating that this conference could not have come at a better time. "With little more than a week to go before our first sessions get underway on Sunday, November 5th, stated Wayne Nixon, Director of the IGCE Conference....
